New safeguarding programme to strengthen protection of people at risk of abuse and neglect across Wales
People at risk of abuse, neglect and exploitation will be better protected under a new safeguarding programme being rolled out across Wales. The new programme, Stronger Safeguarding for a Safer Wales, will introduce a single national approach to safeguarding, helping to improve leadership, accountability, information sharing and consistency across the system.
Key developments include the creation of a new Ministerial Safeguarding Oversight Board to strengthen national leadership, a safeguarding function within the National Social Care Intelligence Hub to identify emerging risks earlier, and the development of a National Safeguarding Plan and National Risk Register to support a more consistent approach across Wales.
The programme will also strengthen learning from safeguarding reviews, inspections, data and practice, helping organisations to identify concerns earlier and respond more effectively. Importantly, the voices and experiences of children, young people, adults at risk, victims and survivors will be at the heart of shaping safeguarding services across Wales.
The initiative also lays the foundations for future consultation on an Adult and Child Protection Authority for Wales and proposals for mandatory reporting of abuse.
